The heart of Rochester is Main Street. WinnDevelopment is reviving the downtown area with improvements to the historic Sibley Building. 2.2013 Wall Street Journal reporter Robbie Whelan recently reported on how Rust Belt cities are struggling to fill empty buildings left behind by big corporations. Rochester has been dealing with this vacancy issue at The Sibley Building ever since Monroe Community College (MCC) decided to relocate to the Eastman Kodak complex.
